Read the readme.txt before placing your oem.bmp to C:\ and running his Setup.exe, edit the 1.reg file in the pro folder adding what you want in your lang.
BTW- this doesn't add an extra running proccess to your PC, it just makes the proper registry changes. Also you need to rename your PC bitmap file to oem.BMP.
